This is Mayotte. Even though it's an island off the coast of East Africa, it is considered part of France, one of the French Overseas Territories. The inhabitants are French (and EU) citizens and vote for representatives to the French parliament.

They are rioting to complain about the cost of living and to demand more benefits. To try and appease them, the French Overseas Minister has just announced that a new Income Support-style benefit, the Revenu de Solidarité Active (RSA) will be available to the inhabitants of Mayotte from 1 January next year. But the appeasement strategy doesn't seem to have worked. BTW, Mayotte is 97% Muslim.
