The town council in Seine-Saint-Denis [notice how that place keeps coming up?] has effectively demanded that a French journalist convert to Islam before he can marry his Moroccan girlfriend. When he began making the marriage arrangements, the council bureaucracy asked him to produce a "certificat du coutume" [affidavit of law concerning marriage customs] from the Moroccan embassy. This makes the marriage co-valid in Morocco. But the Moroccan embassy will only issue these certificates once men who wish to marry Moroccan women have converted to Islam. This the journalist refuses to do, although he found that many people in a similar situation had just converted to make things easier.

He can still get married but the marriage will have no validity in Morocco. The journalist objects in principle to institutions of the French state demanding documents that require conversion to Islam.
