Francesc Xavier Mena, an official of the Catalan government in Spain, has claimed that many of the 9000 Moroccans currently receiving benefits there are doing so fraudulently. In fact, he insists that many of them are not living in Spain at all, but in Morocco. As an anti-fraud measure this month, benefits were paid by bank cheque sent via recorded delivery mail. 20% remain uncollected. Mena claims that Moroccans move to Spain, start claiming benefits then move back to Morroco and continue receiving them there.

The Catalan government plans to introduce new initiatives to combat this type of Muslim fraud.
